Ayer Board of Selectmen Meeting

The Ayer Board of Selectmen conducted an Open Session Meeting on Wednesday, November 5, 2014 at the Ayer Town Hall.   • On recommendation of the Fire Chief, the Selectmen unanimously approved a contract in the amount of $455,400.00 to Greenwood Emergency Vehicles for a new Fire Heavy Rescue Truck. FY 2015 A TM had authorized $475,000 for the purchase.
  • The Board conducted a Public Hearing for National Grids request to install underground conduits on Bligh Street to service the construction of a new building located at 19 Bligh Street.
  • The Board heard a presentation from Mr. Ed Starzec of MassDevelopment regarding potential zoning changes at Devens for potential consideration by Ayer, Shirley, and Harvard in the Spring of 2015. For more information go to the project website.
  • The Board on recommendation of the DPW Superintendent approved the appointment of Mr. Walter Wood as the DPW Assistant Highway Foreman.
  • The Board approved an Administrative Order as presented by the DPW Superintendent in the amount of $11,986 against Vitasoy for violations of industrial discharge into the Town's wastewater system occurring in August 2014.
  • The Board approved a Change Order for the Grove Pond Water Treatment Plant resulting in a savings of $17,580.59 to the Town.
  • The Board approved a Sludge Hauling Contract Agreement resulting in a savings of approximately $30,000 to $40,000 to the Town.
  • The Board heard a detailed Administrative Update from the Town Administrator highlighting key projects, meetings, and deadlines for the period of November 5, 2014 to January 1,2015. Additionally the Board received an update on the MBTA / Rail Trail Surface Lot Project.
  • The Board appointed Mr. James Pinard, Jr. of Ayer as one of Ayer's Devens Enterprise Commission (DEC) representatives for the Town of Ayer.
  • On the recommendation of the Town Administrator, the Board approved a one-year energy contract for the Town with Constellation Energy for the period of November 6, 2014 to November 6, 2015.
  • On the recommendation of the Town Administrator, the Board authorized the bonding of the Benefits and Payroll Manager for the purposes of accepting departmental turnovers in the absence of the Treasurer.
  • The Board approved change in Sunday Hours for the Ayer Package Store and Barnum Road Liquors to sell alcohol on Sundays starting at l0am in accordance with recent changes in State Law.
  • On the recommendation of the Town Administrator, the Board authorized the creation of an Ayer Open Space and Recreation Plan Committee to consist of seven members charged with reviewing and updating the Town's Open Space and Recreation Plan. Formal recommendations from the Committee to be made publicly to the Board in the Spring of 2015.
  • The Board discussed potential traffic mitigation solutions at the intersection of Central Ave and Columbia Street and the intersection of Columbia Street and Main Street with the DPW Superintendent and Police Chief.
  • The Board approved the meeting minutes for the October 7, 2014 Board Meeting.
