Advertisement for Bids - Road Paving & Treatment

2016 through 2018

The Towns of Ayer, Devens, Harvard and Shirley (OWNERS) will accept SEALED BIDS for Road Paving and Treatment – 2016 Through 2018.

Specifications will be available at the Superintendents’ office, Ayer Department of Public Works, at 25 Brook Street in Ayer (978-772-8240) on March 16, 2016 between the hours of 7:30 am and 3:30 pm, Monday through Friday. A deposit of $25 in cash or check, payable to the Town of Ayer, will be required for each set of the Contract Documents.  A refund of the deposit will be made for Documents returned within 30 calendar days after the Bids are received.  Bidders requesting Contract Documents by mail shall include a separate non-refundable check payable to the Town of Ayer in the amount of $15 per set to cover costs of handling and mailing. 

SEALED BIDS, clearly marked, will be received in the office of the DPW Superintendent, 25 Brook Street, Ayer, MA  01432, any time prior to Wednesday April 6, 2016 at 1:00 pm at which time they will be publicly opened and read aloud.

The work involves the road pavement work to be funded under the MassDOT Chapter 90 program. The work will be in contracted and executed separately in Ayer, Devens, Harvard and Shirley. Work will include Asphalt Cold Planing, Bituminous Concrete Paving, Pavement Reclaiming and Grading, Reinforced Crack Sealing, Treated Stone Seal, Rubberized Chip Seal, Line Painting, Curbing, Sidewalks and other pavement related work

Quantities shown on the Bid Form are approximate only and will be used for comparison of bids and to set the amount of the Bid Deposit.

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.  Complete instructions for filing Bids are included in the Instructions to Bidders. Each General Bid shall be accompanied by a Bid Security in the amount of 5 percent of the Bid Total for Year 1 - 2016.

Contractors must be prequalified by MassDOT, Highway Division in the specified class of work in accordance with 720 CMR 5.00, Prequalification of Contractors by MassDOT.

No Bidder may withdraw his Bid for a period of sixty (60) days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the General Bids.  This advertisement does not obligate the Owner for any costs associated with preparing or submitting bids.

The successful bidder(s) will execute a contract with each of the four Towns/Commissions. The successful bidder(s) must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner.

Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provisions of M.G.L., Chapter 149, Section 26 to 27D, as amended, apply to this project.  It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
