The Town of Ayer’s Office of Community and Economic Development  seeks proposals from qualified consultants to provide lead paint testing / risk assessment services for the proposed Housing Rehabilitation Program in Ayer, Massachusetts. 

The Program provides technical and financial assistance to residential property owners to correct substandard conditions and to make property improvements.  The Program’s financial assistance can be used to complete general repairs such as roof replacement, painting, septic systems, window, siding, electrical and plumbing repairs, as well as lead paint abatement efforts.

The Ayer Office of Community Development has principal responsibility for implementing the Program and is currently inviting bids from licensed lead paint inspectors / risk assessors to provide inspection services to the Program on an as-needed basis.

The lead paint inspection firm will prepare a lead paint report or a risk assessment for use by the Program's Rehabilitation Specialist in developing the work specifications.  Fees for inspecting the property and preparing a lead inspection report will be paid for with Program funds.  Where lead abatement is needed, the inspector will conduct a risk assessment and post-abatement testing for issuance of the certifications required under Massachusetts General Laws.   As this program is funded with CDBG funds, the inspector shall provide services so as to comply with both federal and state lead paint laws and regulations.

Two copies of the technical (non-cost) proposal, and one copy of the cost proposal, should be submitted to Ms. Alicia Hersey, CDBG Program Manager, Town Hall, One Main St., Ayer, MA 01432.  Proposals must be received at the above location prior to 12:00 p.m., Friday, October 26th, 2018.  Postmarks are not acceptable.
