The purpose of a Master Plan is to engage in a public process that results in the creation of a document designed to guide the future actions of a community. It presents a vision for the future, with long-range goals and objectives for all activities that affect the local government. This includes guidance on how to make decisions on public and private land development proposals, the expenditure of public funds, availability of tax policy (tax incentives), cooperative efforts and issues of pressing concern, such as economic development or the rehabilitation of older neighborhoods areas. This is Ayer’s fourth master plan, with prior plans written in 1964, 1997, and 2007. This plan is written as a guide for the next ten years of Ayer’s future, and should be updated in 2027. Download the Document here
