AYER COMMUNITY DOG PARK

 

Sealed Bids for the General Contract will be received from General Contractors for construction of the Ayer Community Dog Park, Project No. 17DPW06 at the Ayer Department of Public Works Office, 25 Brook Street, Ayer, MA 01432 until 2:00 PM on Tuesday, November 21, 2017 and at that time and place bids will be publicly opened and read aloud.

This work involves the construction of a dog park on Snake Hill Road in Ayer, Massachusetts. The project is being bid in two phases / contracts:

Contract Phase 1 – Clearing, grubbing, grading, stormwater basins and parking – Contract with Ridge View Realty Trust. Contract Phase 1 will be a private contract between the low bidder and Ridge View Realty Corp. This contract will not require payment of minimum wage rates and is not Sales Tax Exempt.

Contract Phase 2 – Dog park walkways, fencing, surfacing and amenities – Contract with Town of Ayer. The bidding and award of Contract Phase 2 will be under the provisions of M.G.L. Chapter 30, Section 39M.  Complete instructions for filing Bids are included in the Instructions to Bidders.

Bidders may bid on each contract separately or both contracts. Award of Phase 2 Contract will be to the lowest responsible bidder.

Each General Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5 percent of the Bid.

No Bidder may withdraw his Bid for a period of sixty (60) days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the General Bids.  This advertisement does not obligate the Owner for any costs associated with preparing or submitting bids.

The successful General Bidder for Contract Phase 2 must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Town.

Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provisions of M.G.L., Chapter 149, Section 26 to 27D, as amended, apply to Contract Phase 2 ONLY.  It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.

Contract Documents will be available for download at the Town of Ayer Web Site www.ayer.ma.us/bids and at the Town of Ayer Department of Public Works, 25 Brook Street, Ayer, MA 01432, Telephone 978-772-8240 on/after Wednesday, November 1, 2017, between the hours of 7:30 am and 3:30 pm, Monday through Friday.  Bidders requesting Contract Documents by mail shall include a non-refundable check payable to Town of Ayer in the amount of $15 per set to cover costs of handling and mailing. 

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
