Grove Pond Water Treatment Plant Filter Media Replacement

The Ayer Department of Public Works (DPW), the Awarding Authority, invites sealed bids from General Contractors for the Grove Pond Water Treatment Plant Filter Media Replacement for the Ayer DPW in Ayer, Massachusetts, in accordance with the documents prepared by the Ayer DPW. The project is located at the Grove Pond Water Treatment Plant, 99 Barnum Road in Ayer.

The Work consists of removal and replacement of filter media (Anthracite coal media, GreensandPlus™ filter media, Gravel support media) and the rehabilitation of six (6) existing greensand pressure filters at the Grove Pond Water Treatment Plant. All work shall be substantially complete within 90 consecutive calendar days of the date fixed in the Notice to Proceed and fully completed within 120 consecutive calendar days of the date fixed in the Notice to Proceed.

The work is estimated to cost $250,000.

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.

General bidders must be certified by the Division of Capital Asset Management (DCAM) in Water and Sewerage Treatment Facilities and must submit a current DCAM Certificate of Eligibility and signed DCAM Update Statement (Form CQ 3).

General Bids will be received until June 20, 2019 at 2:00 P.M. and publicly opened, forthwith.

No filed sub-bids apply to this project.

All Bids should be delivered to: Ayer Department of Public Works Office, 25 Brook Street, Ayer, MA 01432 and received no later than the date & time specified above. Complete instructions for filing Bids are included in the Instructions to Bidders.

General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates).

No Bidder may withdraw his Bid for a period of sixty (60) days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the General Bids.  This advertisement does not obligate the Owner for any costs associated with preparing or submitting bids.

The successful General Bidder must furnish a 100 percent Payment Bond and 100 percent Performance Bond with a surety company acceptable to the Owner.

An electronic copy of the Contract Documents will be available https://www.ayer.ma.us/bids. Hard copies of the Contract Documents will also be available at the Town of Ayer Department of Public Works, 25 Brook Street, Ayer, MA 01432, Telephone 978-772-8240 on/after Wednesday, May 29, 2019, between the hours of 7:30 am and 3:30 pm, Monday through Friday.  A deposit of $25 in cash or check, payable to Town of Ayer, will be required for each set of the Contract Documents. A refund of the deposit will be made only for Documents returned in good condition within 30 calendar days after the Bids are received. Bidders will be furnished one set of Contract Documents for the deposit specified. Additional sets may be purchased at the above price.  No deposit refund will be given for the return of additional sets.

If the bidder views/obtains the Contract Documents from a source other than those noted in this Advertisement for Bids, the accuracy and/or completeness of the Contract Documents cannot be guaranteed and the bidder assumes the responsibility for obtaining any additional information regarding the project, including addenda that may be required for bidding. Failure to acknowledge addenda issued during bidding may render a bid as non-responsive.
