TOWN OF AYER, MASSACHUSETTS

PROSPECT AND OAK STREET INFRASTRUCTURE PROJECT

 

Sealed bids for construction of the Prospect and Oak Street Infrastructure Project for the Town of Ayer, Massachusetts, will be received at the Ayer Department of Public Works Office, 25 Brook Street, Ayer, Massachusetts, 01432 until 2:00 p.m. prevailing time, on February 27, 2019 at which time and place said bids will be publicly opened and read aloud.

 

The scope of work includes reconstruction of approximately 1,050 linear feet of water main, and approximately 700 linear feet of drainage pipe, cured-in-place pipelining of approximately 680 linear feet of sanitary sewer pipe, sidewalks, curbing, and road related improvements. The work includes the replacement of water mains and appurtenances, hydrant assemblies, house service connections, and interconnections with other streets within the limits of work.  The drainage work includes replacement of existing drain mains and appurtenances, catch basins, drain manholes, and installation of a right-of-way bioswale. The sewer work involves cured-in-place pipe lining from manhole to manhole, replacement of frames and covers, and manhole rehabilitation where indicated. The contract duration is 150 consecutive days.

 

Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Owner, is required in the amount of five percent (5%) of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS.

 

The Instructions to Bidders, Form of General Bid, Agreement, Plans, Specifications, Performance and Payment Bond, and other Contract Documents may be examined at the following:

 

An electronic copy of the Contract Documents will be available at https://www.ayer.ma.us/bids. Hard copies of the Contract Documents will also be available at the Town of Ayer Department of Public Works, 25 Brook Street, Ayer, MA 01432, Telephone 978-772-8240 on/after Wednesday, February 6, 2019, between the hours of 7:30 am and 3:30 pm, Monday through Friday.  A deposit of $50 in cash or check, payable to Town of Ayer, will be required for each hard copy set of the Contract Documents. A refund of the deposit will be made only for Documents returned in good condition within 30 calendar days after the Bids are received. Bidders will be furnished one set of Contract Documents for the deposit specified. Additional sets may be purchased at the above price.  No deposit refund will be given for the return of additional sets.

 

The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications.

 

Funding for this project is provided by a grant from the Commonwealth of Massachusetts Department of Housing and Community Development under the Community Development Block Grant Program.

 

Prequalification of contractors is required under provisions of Section 34 of Chapter 90 and in accordance with 720 CMR 5.00. Bidders must be on the prequalified list provided to the Engineer by the MassDOT Highway Division Prequalification Department. All proposals submitted by non-prequalified bidders are subject to rejection by the municipality at or after the bid opening.

 

Minority Business Enterprise (MBE), Women's Business Enterprise (WBE), and Veteran Business Enterprise (VBE) policies of the Commonwealth of Massachusetts and the Town of Ayer are applicable to this Contract. The applicable goals for this project are 3.4% percent MBE participation and 3.8% WBE participation by state‑certified MBEs and WBEs. The Low Bidder shall submit completed Schedules of Participation and Letters of Intent within three working days of the opening of the bids. Failure to comply with the requirements of this paragraph may be deemed to render a proposal nonresponsive. 

 

All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.

 

Minimum Wage Rates as determined by the Commissioner of the Division of Occupational Safety of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27D, as amended or as determined by the U.S. Department of Labor under the Davis-Bacon and related Acts (whichever is higher), apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

 

This project is subject to Title IV of Civil Rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968, and Equal Employment Opportunity.

 

The Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 working days, Saturdays, Sundays and legal holidays excluded after the opening of bids.

 

The Owner reserves the right to waive any informalities or to reject any or all bids.
