GROVE POND WATER TREATMENT PLANT PFAS TREATMENT FACILITIES

INVITATION TO BID

 

Sealed Bids for the General Contract for construction of Grove Pond Water Treatment Plant, PFAS Treatment Facilities will be received by the Town of Ayer, Massachusetts at the office of the Department of Public Works, 25 Brook Street, Ayer, MA 01432 until 2:00 PM, Wednesday June 5, 2019 and at that time and place bids will be publicly opened and read aloud.

Sealed Bids for the filed Sub‑Contracts designated herein will be received at the office of the Department of Public Works, 25 Brook Street, Ayer, MA 01432 until 2:00 PM, Wednesday May 22, 2019 and at that time and place bids will be publicly opened and read aloud.

The project includes furnishing all labor, equipment, materials, and incidentals required to construct a new PFAS treatment facility capable of treating up to 2 million gallons per day when all treatment vessels are operated in parallel.  The facility is an addition to the existing treatment plant and includes concrete work, two ion exchange vessels, chemical storage and feed equipment, building construction, and associated HVAC, plumbing, electrical and instrumentation and control (SCADA) work.  The project also includes land clearing, earthwork, paving, and restoration.

The Contract Time shall be 456 Calendar Days commencing twenty days following the Effective Date of the Agreement.

In accordance with M.G.L. Chapter 149, Section 44D and 44F, General Bids and Sub-Bids will be valid only when accompanied by a current certificate of eligibility issued by the Division of Capital Asset Management and Maintenance, showing that the categories required in the Contract Specifications and an update statement summarizing the Bidder's record for the period between the latest Division of Capital Assets Management and Maintenance certification and the date the bid is submitted.  Any Bid or Sub-Bid submitted without the appropriate certificate and update statement is invalid and must be rejected. The estimated project cost is $3,700,000.

Contract Documents may be examined and/or obtained at the office of CDM Smith, 75 State Street, Suite 701, Boston, MA 02109 after 11AM on Wednesday April 24, 2019.  Contract Documents are also available for examination at the Department of Public Works, 25 Brook Street, Ayer, MA 01432 and on line http://dodgeprojects.construction.com/ and free of charge at www.ayer.ma.us.

Each General Bid and Sub‑Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by Bid Securities in the amount of five percent of the bid.  The following are the filed Sub‑Bids required for this work: Masonry Work, Roofing and Flashing, Painting, Plumbing, HVAC, Electrical Work. Complete instructions for filing Bids and Sub‑Bids are included in the Instructions to Bidders.

Minimum Wage Rates apply to this project. 

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
